Ormoc City Hall rehabilitation not yet fully completed - DILG-8

Tacloban City – The funds under the RAY 3 of the Department of Interior and Local Government Regional Office 8 to the brgys of Ormoc City has just been downloaded by the agency last March 22, 2016.

According to DILG Regional Director Pedro Noval A. Jr, in Ormoc City, the rehabilitation of their City hall amounting to 20 million pesos under RAY 2 is not yet fully completed. But their coliseum, which is under RAY 1, was already finished.

Meanwhile, all brgys in Ormoc City could not implement those projects intended for the rehabilitation of their brgy facilities affected by typhoon Yolanda last 2013 because the funds downloaded to them has been made just last March 22.

“Sa mga brgy hindi pa, the funds downloaded to them was on March 22, pasok na sa election ban, so they can still conduct bidding but they cannot implement the projects,” said Noval. They can implement their projects after the election.

Under RAY 3, about 60% of the LGUs all over the region have already submitted their documents but all of them haven’t started their projects. The office has partially downloaded the budget to the LGUs who submitted their documents necessary for the release of the funding.

All rehabilitation projects under RAY 1 are now almost 100% completed while RAY 2 is 50% completed. For the rehabilitation of the government facilities in the typhoon-affected areas, they have divided the funds into three. The national government allocated 937 million pesos for RAY 1; almost 1 billion for RAY 2 and RAY 3 is 592 million pesos.

The office is expecting that those rehabilitation projects will be finished as soon as possible. And with this, they have already sent a letter to the Office of the COMELEC national office to exempt the implementation of the projects in Yolanda-affected areas to fast-track its completion.

But as of this writing, the office hasn’t received any response from the COMELEC regarding their request. ###
